according to https://github.com/oracle/graal/issues/1852#issuecomment-559943091 -- building java 11 based native-image on windows has different requirements than for java 8 based things before, (graal <= 19.2.x series, so java 8 based only) window 7.1 sdk was required now, (graal >= 19.3.0 for java 11 based) it's vs 2017 (with certain things selected -- see comment)

@borkdude FWIW I was unable to properly reproduce any new findings re: locking macro so it was just spurious, apologies for the confusion, thanks for pushing me to double check, I have issued a correction on the blog post
