Somebody decided to talk about the situation. Let's see the reply.
Last year I was hiring for a clojure dev role. I work at a fully remote company based in Berlin, Germany, but we could only hire people who are living here or is willing to relocate. I posted the job ad in couple of places and got a lot of really good candidates who I would have loved to hire but they were all located outside Germany and had no intention to relocate. But after some months of searching I found a dev who was located in Germany that we could hire. So my experience was that it would be much easier to hire devs if you are open to hiring people from all over the world and work remotely.
