Marked as spammer, deactivated, and all his messages deleted.

I can't imagine someone thinking it's ok to send the same ad message to 12 channels. They knew they were spamming.

We've been doing that the whole time. It's just that the threshold for immediate bans has lowered at some point, once enough experience with spammers was acquired. In other words, warnings don't work, apart from extremely rare cases. And for such exceptions the ban threshold is still sufficient - we don't immediately ban accounts where there's a sliver of hope it might not be a spammer and is just a clueless person.

This one is worse than a spammer, I think. The website wants you to run a Windows executable.
