We (the Admins) disabled the general ability to add emojis to avoid people uploading inappropriate emoji. Previously, we had been removing such emoji from time to time -- but it was easier just to stop people uploading them.

Sure, you can DM me a request with the emoji you want uploaded. As a baseline, we do not allow any "flashing" emojis (some people are sensitive to certain animated content).
