The official answer is that Greater Toronto Area is preferred.
On the basis that you shouldn't worry about applying if you cover at least 60% of the requirement in job ads, I would say go ahead and apply anyway. I know we have folks in Ottawa, so I doubt it's a hard requirement. If anything (looks at map) it's closer to me here in the UK so I don't mind ๐
