org.clojure/tools.logging 1.2.2 • update TEST log4j deps to 2.16.0 (does not depend on log4j as compile/runtime dep)

build-clj v0.6.3 for log4j 2.16.0 too (technically the build-uber-log4j2-handler lib underneath which was bumped to v0.1.2).

(deps-new and clj-new and next.jdbc have all been updated on GitHub for the same reason -- actual new release will happen tomorrow at this point)
