A significant focus for eta is to allow Haskell package reuse so ghc compatibility is very important. Frege does not support ghc extensions which means that you can’t use many (any?) hackage packages. So, eta tries to leverage both the java and Haskell ecosystems.
that sounds a bit like the idea of clojure, but then exploiting two ecosystems at once 🙂

well squint was my first answer, but that didn’t seem to match “loosely” :)
although if you’re talking about a simplified view of a more complex system you may refer to a “10,000 foot view” or “high-level view” or “birds-eye view”
