The concept that the gov. needs to be 'always-on' is silly, to say the least. We do want them to be able to convene ASAP when time is critical, but unless they're being paid during that shutdown, it turns out it's not all that essential.

And if the shutdown is due to budget constraints, all the better. Forces accountability for the use of funds and prioritization of legislation.
