is there anyway to connect an Emacs buffer to joker?

maybe with inf-clojure?

"connect" if you mean to a nrepl session I dont think it supports that.

inf-clojure does support Joker according to https://github.com/clojure-emacs/inf-clojure/pull/160 (I have not tested it).
