my experience with similar requirements is that all it means is that there's nothing that prohibits you from applying for a US visa/work permit/whatever
for example, if you're on an international (or even US-only) wanted list, that disqualifies you.
if you're not, and you're not from any of the US-embargoed countries, you're probably fine.
