Is it fair to call HR of a company incompetent if they didn't show up for a meeting (no notice, no "can't come", no nothing) and then rescheduled without any apology? Would you work for this kind of company that hires such a person as their HR?
To be fair, the "kind of company" and "the kind of HR" can easily be highly uncorrelated.
For me, it would depend on the size of the company and whether this was the first "misstep" in all my communications with them... but that sort of rudeness is a bit of a red flag...
The company might not know what kind of recruiter they have, of course. So if you'd like to gauge the company, you could mention it to someone else there and see what the reaction to that is
I assumed it was the company's HR department - but if it is some random recruiter then I wouldn't consider that the company's fault: recruiters are mostly terrible. It's more surprising when you encounter a good one!
