Do all keys at root of configuration get processed as modules?

I have a normal key, that returns a fn, that fn gets called with empty map for some reason and the function on callstack at the time is fold-modules

but this is not a module

Hm since duct 0.7.0 modules cannot depend on non-modules any more? I have a module that depends on duct.logger but it doesn't work in 0.7.0
