No, I haven't. But I had a somewhat similar situation. Are you using a docking station? I had some issues with flickering when using MacOS M3 + a Dell docking station and HDMI. I never had this issue when using the docking station with a ThinkPad running Linux.

It's happened with and without a docking station, on different monitors (Dell and LG). Weird thing is I can't really reproduce it, it starts, and then after a while fades. I could make it go away by making the Intellij window smaller and put a windowed sub-view inside the main app's viewport. ah, full screen flickering i also experience from time to time on my external Dell P3222QE 4K monitor, but it's most likely a monitor issue, because iirc i happens with intel macbook pros, m1 mac mini and just last night on my m2 pro mac mini. it only happens 4-5 times a year for a few minutes only, then it settles back to normal. it doesn't seem to be related to any specific programs, though i had the gut feeling that watching videos is more likely to trigger this phenomena. i captured it in slo-mo last night. 1st vide is showing the browser, 2nd is showing the terminal i brought to the front with cmd-tab. inexplicably the browser image is faintly still visible, though i don't have transparency enabled in the terminal. but this kind of ghost image has happened with any pairs of apps, iirc, so again, most likely some monitor issue and it suggests that the monitor has some faulty ram, where it buffers the images received from the computer.
