ECHR is independent of EU membership and is written into the Good Friday Agreement. Westminster Gov't can't get out of that w/o renegotiating peace in Norn Iron

@thomas: it's the Cambridgeshire Fens. Mostly at or slightly below sea level. Was swamp land reclaimed by Medieval farmers and 4th Earl of Bedford. Several 100 thousand years ago it was joined to the Netherlands.
