in my experience it actually improved a lot in Belgium, a lot of infra work in the past 10 years. Antwerp to Knokke used to be a really bumpy ride (getting worse while getting closer). Today a lot of crossings disappeared and the asphalt is smooth. Not to mention the new highway from Knokke to Brugge, big improvement. Don't know if that's true further south though...

I drove from Zeeland (NL) to Gent 2 years ago. The part after the Dutch border to Gent was really bumpy. I thought I had a flat tire, but it was just the bump road.

When folks drive across the country here in the US, they're often shocked at the difference in road quality in different states: it can be really noticeable as you cross the state border. Nevada has fabulous highways -- because of all the tax money from gambling in the state (but it has no state income tax) -- and Ohio's highways are generally really good because several of their Interstate highways are "turnpikes" (toll roads). California's highways are pretty bad, which is often a shock to visitors.
