Doesn’t seem like it from my end. I think it’s just because Cloudflare blacklisted the university’s IP address and since it isn’t located in the US, it doesn’t matter to them. Just classic US tech company shit.

the university firewall exists too, but it is obvious when that is a problem, e.g. my own website got banned once and I contacted IT immediately and got it unbanned.
