update: http://emacsformacosx.com works fine on macos 13.3, and also homebrew d12frosted/emacs-plus@29 works fine on macos 13.3 as long as you build without native compilation ... i guess i'll just wait until that issue gets fixed and rebuild to get my native compilation back
