joking aside, you can pack a change in a small back pack and hang the cycling gear up where you work ... hopefully!

it will usually dry through the day if you have lycra ... but even getting back on the bike with damp clothes is only uncomfortable for 10 mins

I commuted on a bike (45 mins each way) for 10 years in Belgium and got soaked a handful of times cos it rarely rains heavily and persistently
