Yeah and even mobile internet can be quite flaky along German rail lines... It's doable but I wouldn't count on taking calls

Belgian trains often just have one outlet at the end of the carriage, or no outlets at all

ICE trains have decent WiFi, and one outlet (if not two?) between each pair of seats.

I will be taking ICE #652 on Tuesday 17th (8:57 from Hbf). By the way, since I'm planning to work while travelling, does anybody know if it's possible to charge a laptop in ICE ?
