Clojurians Log v2

Howdy friends! I have a PR up that allows delegation of deploy/admin rights to a single project (or projects) within a group. This would allow umbrella groups (like clj-commons) to have better security/delegation. The change is pretty big, so I'd appreciate folks taking a look.
