Hello! I’d like to make a change to the stripe package - there are some externs missing. I’m a newbie when it comes to contributing (anywhere) so I wanted to make sure I was following protocol

First, the guidelines say in various places “if you’re asked to implement a change”… is it normal to create an issue for something and only do a change/PR if the maintainers request it?

I think that refers to "being asked to fix things in existing PRs"

Maintainers rarely fix issues / create new packages

I ignore all issues and only look at PRs
