I'm quite happy with npm-check-updates
(https://www.npmjs.com/package/npm-check-updates) in the Javascript world.
there's this so def doable https://github.com/liquidz/antq
Since neil can already add the newest version of a library, it could certainly check if an existing one is outdated. Note that neil only supports mvn central and clojars, it just uses their respective https APIs

Btw if you run neil add dep :lib foo/bar
it will automatically overwrite the existing one with the newest as well
