@borkdude may be you saw it already, but fwiw remkop posted updated info about building java 11 based native-image binaries: https://github.com/oracle/graal/issues/1852#issuecomment-559943091 -- it looks like windows 7.1 sdk is not sufficient

this is relevant to building babashka with support for the process-related apis that were introduced in java 9
